The team is happy to announce that the Content License Transfer Tool (also know as the DRM Tool) is now available on Xbox.com. It’s an easy process that has two parts: Transfer your licenses on Xbox.com, then download them manually on your console. I just ran through the process myself, and apparently I was a little promiscuous with regards to where I was purchasing content as you can see from the table below:
This shows you the console ID I made the original purchase on, as well what game and video licenses are associated with each console. You’ll see a similar table as you go through the steps to migrate your own licenses.Head on over to www.xbox.com/drm to get started and read the FAQ (or watch the video below) for more information.

Yay, it's finally out! The only thing that concerns me is that you can only do this once every 12 months. What if your console breaks twice in a year? It's happened to me before. Thanks for all the great work you guys do!
Simple? Sounds like a lot of work... How about if you own 2 consoles. Can you transfer the titles to both?
Unfortunately it doesn't work in the United Kingdom; it just brings up a the Xbox.com 404 error.
This is very nice, but in the video you say it is quick and easy... it may not be so easy for people who have downloaded quite a bit to go back through their download history and click Download Again, but still very nice and a much needed fix.
I'm not sure having to download every little piece of content again could in any way be called "quick" AND "easy"...
I'm glad I don't have to worry about this all if and when my console breaks (or I get a new one or something) though.

A word of advice - in the UK at least the URL www.xbox.com/drm redirects you to http://www.xbox.com/en-GB/drm which doesn't exist, and throws up an error.
Either the UK/non US versions aren't up yet or something has gone wrong. Anyway I signed in and manually went to http://www.xbox.com/en-US/drm and it picked up all my details and worked.

Non-US people try this: live.xbox.com/.../UIPStartPage.aspx
For the UK - just change the /en-gb part of the URL that comes up to /en-us and it'll go to it. I've just done it fine.

if you dont live in the US
1.go to xbox.com
2.click international on the top
and than select United States (the last on the list)
3. click on transfer
