&lt;p&gt;I emailed support twice about the issue on 2/21. The next day I got replies saying to call for help. Granted, it took me a couple days to call because of my work schedule, but when I did they told me the requests were received on 2/22 -- too late. &lt;/p&gt;
&lt;p&gt;I pointed out that their email system uses UTC time, but I'm in the same time zone as Xbox HQ and the easily calculated difference shows the emails were sent on 2/21. They then said there's no way to allow me to purchase the expansions for the advertised price.&lt;/p&gt;
&lt;p&gt;I have screen caps of the now-removed &amp;quot;through 2/21&amp;quot; promotion and there's a forum thread on this as well.&lt;/p&gt;
&lt;p&gt;You're totally right about &amp;quot;When they say &amp;quot;THROUGH&amp;quot; they mean it.&amp;quot; And the promo web page was up through 2/21, later in fact. If I walked into a store with this issue and my printed proof, they'd just give me the points or a credit. &lt;/p&gt;
&lt;p&gt;True, 400 points is no big deal and this is probably just classic corporate fumbling. But from the customer's viewpoint it's essentially false advertising and makes you wonder what trick comes next, after shafting a 3-year subscriber over a time zone difference.&lt;/p&gt;

&lt;p&gt;i dont care how high this bar is so thats not an excuse, whoever has set this bar needs to have someone working with the developers to make sure its reached, the games should be ready and you should really be several games in front.&lt;/p&gt;
&lt;p&gt;its like ur saying several companies are making games and whoever races through all the gates 1st wins if nobody gets through then nobody wins.&lt;/p&gt;
&lt;p&gt;thats just rubbish.&lt;/p&gt;

&lt;p&gt;That same &amp;quot;certification process&amp;quot; was in place when Street Fighter 2 came out. As it was for Contra. And Heavy Weapon. And pretty much every other broken/incomplete game that has been released since launch of the console. Don't assume because YOU'RE seeing the certification process mentioned for the first time that it's a brand new thing.&lt;/p&gt;
&lt;p&gt;At this point, I think they should just shut down XBL Arcade for a few months until they have their act together and get restructured. Microsoft's Arcade service is quickly nudging Genji 2 out as the punchline of the gaming industry.&lt;/p&gt;

&lt;p&gt;Major Nelson is a marketing tool for Microsoft. &amp;nbsp;Through him, the company is able to distribute information it wants us to have (and the way it wants us to have it) to us. &amp;nbsp;But, his other function is to gather and take information from us and back into Microsoft. &amp;nbsp;It's a two way street. &amp;nbsp;It has to be. &amp;nbsp; A company that fails to listen to it's customers is doomed to fail&lt;/p&gt;
&lt;p&gt;Larry says it all the time on his shows how the Microsoft folks look closely at these comments.&lt;/p&gt;
